03.10.2013 The Congress College business community, acting under the aegis of the Euro-Asian Jewish Congress, has held a plenary meeting titled “On the partnership between the state and the private enterpreneur, the investment climate, and the state support for enterprises.”
Two representatives of the Russian Federation Ministry of Economic Development participated in the meeting: Director for the Investment Policy and Development of Private/Public Partnership I. Koval and the Director for the Development of Small and Medium Enterpreneurship N. Larionova.
I. Koval spoke on measures being taken to improve the investment climate and admitted that Russia is not in an easy financial situation: “To get a better development curve, our economy needs to increase by 4-5% percent per annum, which is impossible in the present situation.” He also spoke on the draft bill on the basics of partnership between the state and private enterprises, and on those functions that the state can give to its partners among private enterprises under this bill.
Larionova spoke on new ways that the state supports small and medium-sized enterprises, including state guarantees on loans, returning insurance fees for small organizations, preserving reduced rates on welfare contributions for manufacturing companies, providing access to government contracts for small and medium-sized enterprises, and so on.
The meeting was moderated by Yuri Raskin, EAJC Vice President and Congress College Chairman.
